PR186-244504-R02 Guidance for Traceable Verifiable and Complete Documentation Requirements

This document summarizes the definitions and processes related to the ‘traceable, verifiable, and complete’ (TVC) criteria in 49 CFR 192 as implemented by the participating pipeline operators. Participating pipeline operators provided details related to their implementation and understanding of the TVC process through written surveys, follow-up interviews and a workshop feedback meeting. The input from the operators was utilized to document both consensus implementation of TVC definitions and a unified TVC workflow.

The workflow is described in this report and includes data collection, data storage, data review, and data alignment procedures. The report also describes pipe population determination and updates as implemented following the TVC process. Throughout the report, key processes and interpretations of the TVC requirements are identified to highlight areas of consensus or partial consensus among the participating operators.
